The Foundation's staff members, Emily S. Fisher, CFRE, Executive Director and Rana D. Spurlock, Executive Secretary, are active members of the Association of Fundraising Professionals and adhere to the Donor Bill of Rights and the AFP Code of Ethical Principles and Standards of Professional Practice, as does the Foundation. Both are trained Compression Planners and actively seek continuing education opportunities in the fields of development, fundraising and event planning.

Emily Fisher, CFRE is currently the Executive to the President for Development and Executive Director of the Foundation at West Virginia Northern Community College in Wheeling, WV.  She began her career as an accountant in 1978 and moved toward a career with foundations and development in 1997.  In her role as Executive to the President at the College, she oversees and directs the annual, capital, endowment and planned giving programs along with special events and the grant program.  She serves on President’s Cabinet, Council and various other College and Foundation committees.  Emily has also been the Executive Director of The James B. Chambers Memorial Foundation for the past twelve (12) years. She is President of Grow Wings Consulting; services for non-profit organizations.   She is a graduate of Wheeling Jesuit University and The Center on Philanthropy at Indiana University.   Emily is a member of the Association of Fundraising Professionals, Council for Resource Development, Pittsburgh Planned Giving Council and the Estate Planning Council.  She is a Certified Fund Raising Executive, one of seven (7) in the State of WV.  Emily is a board member of Leadership WV, The Assembly, serves as the First Vice-President of the Wheeling Lions Club and Secretary of WV Grantmakers.  She is a graduate of the Leadership WV and the Leadership Wheeling Class of 2008.  She is active in the Wheeling community as a sustaining member of The Junior League of Wheeling and a member of the Wheeling Symphony Auxiliary.  She is a life-long resident of Wheeling, the wife of William G. Fisher, CPA and the mother of Amanda M. Neville and Emily A. Duff.

Rana D. Spurlock is a 1994 graduate of Cadiz High School and a 1998 graduate of Wheeling Jesuit University with a Bachelor’s of Arts in Professional Writing.  She began her career in advertising, but moved into the development field in 1999 and has held development and fundraising positions for various non-profit institutions for the last 11 years.  Her experience includes grant writing and management, public relations, database management and planning special events.  She is currently WVNCC’s Fundraising and Development Assistant and its Foundation’s Executive Secretary. Rana is a member of the Association of Fundraising Professionals, Council for Resource Development and the Ohio County Rotary.  She is also a board member of The King's Daughters Child Care Center.  She currently resides in Wellsburg, WV with her husband, Mitchell E. Spurlock, her son, Cole T. Sperlazza and her daughter Elise K. Spurlock.
